[PATCH] powerpc: Optimized version of powf()


Most significant changes are code simplification and use of doubles for
intermediate values.  Also, some rearrangement to move early
non-dependent code later, out of the faster paths.

Previous submission was architecture-specific with IFUNCs, but discussion
settled on a common implementation, and a much simpler patch.

Tested on powerpc64le, x86_64, and s390x.
