[COMMITTED PATCH] Harmonize posix/regcomp.c with gnulib: comment formatting


This is the first incremental change towards reharmonizing posix/regcomp.c
with gnulib.  This just fixes the extreme trivia: comment formatting/typos
and spelling of __attribute__ (always with trailing __).

Verified no code changes.
