Of course not.  People do need to wait for an official glibc release before
declaring any new glibc-based ABI to be stable as an official glibc ABI.

Until that first glibc release for a new ABI, people have to expect that
they will need to rebuild the world at least once.

Of course nobody here forbids anyone else from doing anything they like out
in the world.  That's just obvious.

What we're talking about is what becomes an official glibc ABI supported by
the binaries built from the canonical glibc source tree.
