[PATCH] Add AARCH64 relocation constants to elf/elf.h

- Subject: [PATCH] Add AARCH64 relocation constants to elf/elf.h
Hi there,
this adds a bunch of relocation constants for AARCH64 (a.k.a. ARM64).
We need some of this for AARCH64 support in elfutils. As I'm not sure
what exactly we will need in future, I just added it all. I used [1] as
a source.
Red Hat has a copyright assignment in place. I do not have a commit
access myself and would welcome if someone else commited this for me, if
deemed OK. (I keep thinking it makes little sense to apply for commit
access for biannual contributions, but if I should, tell me.)
