Manual reference to frobnicate in jargon file?

Is there any historical context I'm missing here?
In this part of the glibc manual we have:
nss.texi:search order (@pxref{frobnicate, , ,jargon, The Jargon File}).
Which generates this HTML:
http://www.gnu.org/software/libc/manual/html_node/Name-Service-Switch.html
Which generates an HTML reference to:
http://www.gnu.org/software/libc/manual/jargon/frobnicate.html#frobnicate
(should probably be "jargon.html#frobnicate", but that's another issue).
The target of the link doesn't exist.
Alternatively in PDF format it generates a hyperlink e.g.
'(see Section "frobnicate" in The Jargon File)', to manual/jargon.pdf
that doesn't exist.
