Yes, had I been aware that name_fmt and postal_fmt were required
fields,  I would have approached the patch submitted differently.  My
initial goal was merely to eliminate the obviously wrong "FIXME".  I
guess this is not as cut and dried as I had thought, the discussion
has helped me rethink my proposed patch.

A) postal_fmt

i) In that light, for bo_IN postal_fmt, use:
 	
%z%c%T%s%b%e%r

as it is by far the consensus postal_fmt for India, being found in:

ar_IN, as_IN, bn_IN, en_IN, gu_IN, hi_IN, hne_IN, kn_IN, kok_IN,
ks_IN, ml_IN, mr_IN, or_IN, pa_IN, sa_IN, sd_IN, sd_IN@devanagari,
ta_IN

differing only in te_IN

ii) For bo_CN, I would probably copy postal_fmt from zh_CN (as it is
likely more country-specific than language-specific)

B) name _fmt

name _fmt is more problematic in that names are decidedly more
culturally-specific than country-specific.

As a matter of fact, naming is a deeply meaningful act to Tibetan Buddhists.

I would be tempted to suggest:

%f%t%g%t%m%t

a) Family names.
(apparently not that common amongst Tibetans)
b) First given name.
c) Additional given names.

But a strong desire to be culturally aware would probably prompt me to
blank it rather than get it wrong.

Sadly, Sugar Labs does not have any Tibetan localizers I can tap for
advice, but I will do some outreach.
