I just gave it a quick skim but I think it's fine. We should have a to-do item somewhere about seeing if we can further consolidate the 'struct flock' definitions. But that's a later incremental cleanup.

Regarding includes: bits/fcntl.h on s390 and SPARC still have includes
for <bits/wordsize.h> since they use __WORDSIZE.

That's entirely appropriate.
