Hopefully the question approach that you mention will work.  (I wouldn't
call this a captcha since it's actually much better than a captcha from an
accessibility perspective.)  However, be aware that many of the spam
networks these days actually pay humans (generally in countries where the
pay doesn't have to be very large) to post the spam precisely to get
around things like this.  I don't know whether the glibc wiki is a big
enough target to attract that sort of attention, but I recommend being
prepared to fall back on restricted account creation.
