Many locales files do not permit modification


Hi,

Many locales file (in localedata/locales/) are using a license that
explicitly allows use and distribution, but not modification:

% Distribution and use is free, also
% for commercial purposes.

This is therefore not considered as Free Software according to the FSF
[1]. Given the GNU libc is a GNU project, the authors of these locales
should have signed a copyright assignment, thus the FSF should have the
right to re-license them into a free license.

Is it something possible to do?
