hppa port doesnt support utimes() syscall

any reason this debian utimes patch never made it into glibc ? seems like an
obvious fix to me ... hppa doesnt support the utimes() syscall, so
kernel-features.h shouldnt allow it to define __ASSUME_UTIMES ...
