Ahh! Traditionally, and up until recently, it was the norm to use the most
recent kernel headers for both purposes. Thanks for clarifying this subtle
distinction.

Therefore, it seems OK to fix the most recent kernel headers in the
situations where it breaks the glibc build. Possibly some of the kernel folk
need to be made aware of the distinction.
