I don't know what you mean be independent. For all TLS changes you need
to know the final TLS ABI. But of course you can start the glibc work
on the assumption the currently documented ABI is stable. Look at the
tls.h file for the architectures which support it. Some archs need a
special libc-tls.c. There are now plenty of archs with support, just
look around.
