Anybody using ELF has weak symbols available, and I think GNU binutils 
provides them as an extension on COFF systems as well.  I would be surprised 
if anybody who doesn't fall into either of these categories was to start using 
GNU libc on an embedded system at this stage.

The `embedded' systems being discussed at the moment are mostly of the 
industrial PC kind.  I.e, they run standard Linux binaries and tools.
