I's afraid that HOWTO seems to be a little dated. You don't
need/want the "localedata" add-on since that is now
incorporated. I'm not sure about the "with-headers" line: that
may be messing you up. I would advise just making sure that
/usr/src/linux is a link to a recent kernel source tree and not
using any "with-headers".

It can't work, to install older glibc headers on top of a glinc
2.1.3 installation.

gcc 2.95.2 is now the preferred compiler.
