[Bug localedata/16190] eo: new esperanto locale

The only reason this pach hasn't made it to glibc is that when Allan McRae
checked it, it failed because of unrelated bug in glibc (int_curr_symbol). Adam
Conrad has since fixed it. (Please see comment #31 and comment #32). And the
patch still applies to master (hunk #1 uses an offset, I guess that's not a
problem).

Since all issues have been dealt with, and we have the green light in
libc-alpha (about the regionless locale), and the issue about int_curr_symbol
in libc is fixed ... there really isn't any more work to be done from our side.

It's only a matter of checking and committing the patch. Does anybody know how
to call the attention of the committers so that they pick this up?
