[Bug math/19848] powl(10,n) for n=-4,-5,-6,-7 is off by more than 1 ULP

I was under impression that in the documentation [1] powl() for ix86 and
i386/i686/fpu/multiarch was supposed to have at most 1 ULP error. Is my
understanding wrong?
