In bug 14259 we rename localedir uses to complocaledir, and then wire up
localedir per the GNU Coding standard requirement to control the install
directory for message catalogs.  However, it leaves the original problem
unsolved. How do you pick a different directory for the compiled locales?

We need to add a --complocaledir configure option that can change the location
the configuration looks for compiled locales.
