I searched for uses of the strftime-style %B in the Finnish PO files at
<http://translationproject.org/extra/matrix.html>. I found only the following:

A list of all the strftime format specifiers.

If the glibc Finnish locale were changed to expand "%B" to the genitive case
and "%OB" to the nominative case, the change would break those for no benefit
to translators or users. There aren't many uses of "%B" in the Finnish PO files
but users may also have strftime format strings in date commands in shell
scripts. I think the Finnish locale should not be changed as part of fixing
this Russian bug.
