Currently only 6 out of almost 300 locales provide timezone information and all
of them are either incomplete (km_KH, lo_LA, my_MM, th_TH - missing at least
the semicolon separator and possibly also the rule definitions) or incorrect
(uk_UA and nan_TW@latin, see
https://sourceware.org/ml/libc-alpha/2015-06/msg00104.html). It is also
inconsistent that only a small subset of locales are trying to provide this
information while most are not. As explained in
https://sourceware.org/ml/libc-alpha/2015-06/msg00193.html it doesn't sounds
like a good idea to start doing this in glibc as it would cause additional
maintenance burden for glibc maintainers, distribution glibc packages, and
system administrators for no obvious benefits.

I propose that we remove the locale timezone information. Thanks.
