The locale file can be exported from the following page:
http://lh.2xlibre.net/locale/ce_RU/glibc/
Nakho-Dagestanian (or Northeast Caucasian) language family is rather isolated.
Chechen language has the biggest number of speakers.

So some parts of locale are taken from Russian official locale (month names),
the other part is the native Chechen data.
