[Bug libc/16282] glibc needs to support the O_XATTR openat() flag on Solaris+Illumos kernels

The Solaris, NexentaOS, Omnios and SmartOS kernels already support this flag,
even AIX has unofficial support. The point is to implement O_XATTR for those
kernels so that Debian-based packages which require glibc can use glibc on
those kernels.
