Locale file for "the_NP"

Hi, Greetings

              Excuse me sir/madam, We wanted to have a new locale "the_NP"
which has ISO Code :- "639-3 the"  and name :- "Chitwania Tharu" a language
from country "Nepal". For reference you can check:-

locale file in the attachment, If you find any error or anything we missed
please notify us. Thank You
