[Bug network/12377] getaddrinfo() should disregard link-local IPv6 addresses for AI_ADDRCONFIG purposes

Okay, this definitively works correctly in Ubuntu, and but not in Fedora. IN
AAAA lookups are suppressed correctly from IPv4-only hosts in Fedora, though.
