Oops, I should mention that I see the problem with LC_NUMERIC="en_US.UTF-8".
It works fine in C locale:
bash-4.1$ echo 999.999 999999.999 | LC_NUMERIC=C printthou
1000.00
1000000.00
bash-4.1$ echo 999.999 999999.999 | LC_NUMERIC=en_US.UTF-8 printthou
1000.00
,000,000.00
