[Bug libc/10803] New: configure script needs compatibility with bintuils 2.20

I just change the line at $AS and $LD case:

It was: 2.1[3-9]*) 

It should be: 2.1[3-9] | 2.2[0-9]*)

I know it only should have 2.20 but it'll work to future binutils changes.
