I've tried to contact with jordi@gnu.org and no reply.. :O I don't have any
problem to provide some official-looking reference.
The problem is simple: Asturies is placed in Spain. The same as Catalonia. WE
RULES BY THE SAME Spanish laws. If you see this bug for Catalonian language:

...you can check that it's the same problem.
Well, you ask me for official references....I was finding a government
organization which supports that
Monday is the first day of week, but it's something difficult. There are too
many sites where you can verify it, but they are not officials. Fortunatelly you
can check it in RAE (Diccionario de la Real Academia de la lengua Española -
SPANISH DICTIONARY): http://buscon.rae.es/draeI/SrvltConsulta?TIPO_BUS=3&LEMA=lunes
Lunes: Primer día de la semana, segundo de la semana litúrgica. Translation:
"First day of the week, second week of liturgical."
