[Bug nptl/5551] New: pthread_cond_signal() doesn't return EINVAL for uninitialized cond per POSIX.

POSIX indicates that pthread_cond_signal() is to return EINVAL if "The value
cond does not refer to an initialized condition variable."  This does not happen
under pthread_cond_signal() in GLIBC:
