[Bug libc/3495] New: Timezone data out of date

Timezone data currently in glibc CVS is out of date, in particular the data for
Brazil timezones is out of date. That should be fixed by update to the latest
tzdata package, alternatively I can attach a patch just for fixing the Brazil
timezone data.
