Sign-extension is the correct thing to do in gethostid.
gethostid returns long int and is supposed to return a 32-bit value.
It is desirable that on the same machine gethostid () also returns the same
value in all programs. As for 32-bit programs it returns a value in the
-2147483648L to 2147483647L range, it should do the same for 64-bit programs
as well.
