[Bug localedata/666] New: corrected yesexpr in Tajik (tg_TJ) locale

The tg_TJ locale has a yesexpr definition corresponding to
Russian (cyrillic "d", for "da");
I added support for Tajik word for yes, starting with
cyrillic "ha with descender", and also for simple cirillic "ha";
so all three of these letter (plus latin letter "y") will
be accepted as a positive reply to a yes/no question.

Request to add those have been done to me by people
actually using tajik locale on GNU/Linux systems
