[Bug localedata/613] New: vi_VN collating fixup

Hi,

For now, the vi_VN locale has no special LC_COLLATE rules, while Vietnamese
really has special rules: correct order is for instance
au
àu
ân

i.e. order depends much upon different kinds of accents. On

you may find a patch to correct this, please apply.
