Patch to avoid sorting the CFLAGS
Is it documented that glibc can be compiled with gcc? Yes it is.
Is it documented that glibc can be compiled with user supplied CFLAGS? Yes it
is.
Is it documented that gcc accepts "--param NAME=VALUE"? Yes it is.
