It kinda depends on what the owners want.
You don't explicitly say you're talking about sim/, and it's not clear
that's it.
[There are already many sim/$arch/ChangeLog files, though I see
several entries in sim/ChangeLog that could be moved to the
appropriate sim/$arch/ChangeLog.]
