--with-python supposedly changes the includes:

  case "${with_python}" in
[...]
  /*)
    python_includes="-I${with_python}/include"
    python_libs="-L${with_python}/lib"
    ;;
[...]
  CPPFLAGS="$CPPFLAGS ${python_includes}"
