It's imported using this script:
https://sourceware.org/git/?p=binutils-gdb.git;a=blob;f=gnulib/update-gnulib.sh;h=e9b377ca47595d8ba17569e92f9b80b785b0f20b;hb=HEAD

1. Update the GNULIB_COMMIT_SHA1 in that script to the commit you want to
import
2. Run the script, pointing to a gnulib git repo
3. Hope for the best
