[Bug c++/9580] printing negative values of constant values (withvalue 128-255)

This bug is still happening on our Linux 2.6.18-238.12.1.el5 #1 SMP Sat May 7
20:18:50 EDT 2011 x86_64 x86_64 x86_64 GNU/Linux boxes using version 7.0.1

I have included test program, how I compiled it, debugger output and print
commands showing 128 being displayed as -128.
