I haven't seen this bug in a while. The last time I saw it was on in my test run for 2003-11-21. It did not happen on 2003-11-26 and hasn't happened since.
The exact dates are:
2003-09-30 10:38:34 UTC last old good spin
2003-10-02 22:41:55 UTC first bad spin
2003-11-21 06:27:24 UTC last bad spin
2003-11-26 07:42:26 UTC first new good spin
Guesses for grabs what broke it, or what fixed it.
