[1/2] RFC: refactor BFD check into autoconf macro


This patch is just preparation for the next one.

It moves a BFD check into an autoconf macro in acinclude.m4.
This way we can reuse it for another similar check.

Tested by rebuilding.

	* configure.ac: Use GDB_AC_CHECK_BFD.
	* configure: Rebuild.
