[Xtensa] sync include/xtensa-config.h with binutils

- Subject: [Xtensa] sync include/xtensa-config.h with binutils
This patch is to keep the include/xtensa-config.h file the same as the version
in binutils and gdb. Neither GCC nor GDB currently uses the new macros.
