MAINTAINERS file updated with ping results

- Subject: MAINTAINERS file updated with ping results
I sent out pings to everyone listed in this file other than the
write-after-approval list on January 20th, and again on January 29th.
Two addresses bounced (Ian Roxborough and Robert Lipe); I have moved
them to past maintainers. Nine others did not respond; as I described
in the ping message and on gdb@, I've moved them from Responsible
Maintainers to Authorized Committers and otherwise left their entries
alone.
If any of you who did not respond would like to resume your former
roles, just send a message to gdb@. The Responsible Maintainers
category now has an explicit responsiveness requirement, at less than
half the length of the ping process; so please take a moment to
think about whether you have the available time, first. Thanks in
advance.
If you didn't get my message because your listed email address doesn't
reach you, please let us know so we can update the list.
That leaves 29/40 who did respond; thanks to all of you. Most of those
were still interested in some or all of their listed roles and unless
I've made a terrible goof somewhere, their entries are preserved below.
Several wanted to step down, and I have moved them to Past Maintainers
so that their contributions are not forgotten.
I have committed the attached update. If there are any problems with
it, please let me know.
Some formerly covered areas are now vacant; if you want to assume
responsibility for one, and especially if you think that it needs
oversight (as opposed to just love and attention), I recommend
raising the subject on gdb@.
