sync'd ./config with gcc

- Subject: sync'd ./config with gcc
The toplevel config/ is now the same between gcc and src.
I've merged all the src-only patches from ./Makefile.in and
./configure.in to gcc also, I'll be working on applying the gcc-only
patches to src next, which should make ./Makefile.in and ./configure*
identical also.
