[RFA] top Makefile.in: all-m4 depends on all-texinfo

This is a proposed change for the top Makefile.in.
I don't know exactly where to send to this, but the top README says:
Makefile.in; configure; configure.in
Please notify the following of any committed patches.

The FSF tree does not have m4 source integrated into it yet,
but I'm working on a tree that does.
m4 has some texinfo documentation files, so all-m4 needs to depend
on all-texinfo. This patch simply adds this dependency.
Testing: I tested this with i686-pc-cygwin and i686-pc-gnu-linux on some
trees that I have.
Is it OK if I apply this?
