The ChangeLog entry (poorly worded) in combination with the file changes
have thrown a few people.
As you note, the footnotes are:
* Indicates folks we need to get
Kerberos/ssh accounts ready so they
can write in the source tree
+ Indicates folks that have been caught up in a paper trail.
I was refering to the ``account request form'' paperwork.
