[maint] Blanket Write Privs and un-maintained code

Hello,

At one stage I was considering the proposal of some special rule such
that people on the Blanket Write Privs list could approve patches to
code that, otherwize, isn't being activly maintained.

However, if you think about it, such a change simply isn't necessary. 
There isn't actually anything stopping someone listed under Blanket
Write Privs taking such a patch and committing it themselves - they have
blanket write privs after all.  Oops! :-)

Realisticly, however, I wouldn't expect this to happen very often. 
Firstly the task is still ultimatly my responsibility and secondly the
Blanket Write Privs people are typically very busy and would rather
leave that task to me.  However, hey, if the change is obvious and
somone beats me to it, am I going to be worried? :-)
