    gnulib: import mkstemp
    
    Older versions of MinGW do not support mkstemp causing:
    
        gdb/unittests/scoped_fd-selftests.c:37:29: error: \
        'mkstemp' was not declared in this scope
           int fd = mkstemp (filename);
                                 ^
        gdb/unittests/scoped_fd-selftests.c: In function 'void
