There is no need to match any notes, as the file is inside the
ELF file itself there is no need to verify that it matches the
"outer" file. This is just like how we would handle a separate
debug info file looked up via build-id.
Jan, you mean we should not ship the notes sections? I guess
that is unnecessary. Will take a look at it.
