If you and Tom both agree on that, then lets call it a majority and
unblock http://gcc.gnu.org/bugzilla/show_bug.cgi?id=42288
There is already a patch, it doesn't take up a huge amount of space (and
the number of no-code CUs is normally low anyway) and it makes more
people happy because they feel it is more explicit.
