Finally got to the bottom of this and it seems that the administration issue is
related to the handling of Windows ACLs in Cygwin 1.7. The simplest solution
seems to be to add the 'noacl' option to the cygdrive mount point. A manifest
should probably still be included to avoid using the wxWidgets provided
default, but without requesting administrator rights. An updated patch is
attached
