I've checked most of this in as it stands. I have, however, omitted
the cyg_ppp_get_local_addr() and cyg_ppp_get_peer_addr()
functions. These don't currently compile, also they really need to be
added to the documentation if they are to be included. I also think
that this functionality is already present through various IOCTLs, ans
would rather see those used rather than adding new interfaces.
