Improved resolution of TCP round trip times

Subject: [ECOS] Improved resolution of TCP round trip times

Does anyone know of an implementation which has improved the resolution of
the TCP round trip times?  The stack I am currently using has a 500 ms
resolution. This causes long delays in communication with any loss of
packets.
